How it decides: humidity 15% or lower OR sustained wind 25 mph or more = the City's own Red Flag triggers (gap analysis, City Red Flag page), so the wind-driven model applies. Humidity 20% or lower with wind 15 mph or more = elevated, plan the wind-driven model and pre-position. Otherwise the ordinary-day first alarm applies. Sustained wind above 40 mph or night = do not count aircraft (gap analysis, Part 3).

The fifteen SOC operational areas
The SOC divides the Very High Fire Hazard Severity Zone into fifteen operational areas, each with its own Pre-Attack Plan. The SOC does not list the fifteen areas by name — fifteen areas, see SOC printed p. 78 / PDF p. 88. Each Pre-Attack Plan carries, in the SOC's words: a response guide, potential resource needs, fire behavior predictions, lookout locations, specific hazards, heli-spots, hydrant locations, evacuation areas, engine safety zones, staging areas, public refuge areas, medical plan information, evacuation routes, and specific limitations for each area — plus local resource contacts for firefighting resources, city departments, utility agencies, and public assistance providers.
Open question for BHFD (gap analysis, Part 5): which of the fifteen areas cover Trousdale, and the "potential resource needs" listed for each.

- What the SOC says a Very High Risk wildland fire needs on the first alarm: 27 personnel (1 BC, 5 engines, 1 truck) = BHFD's whole on-duty force, so any serious Trousdale fire is a mutual-aid fire from the first alarm. - Planning model (wind-driven Santa Ana, first burning period): ~40–50 engines, 2–4 hand crews, 3–4 aircraft, 2–4 water tenders, ~250–320 fire personnel, plus police for evacuation.
